Biography:
Mihaela Papa is a graduate researcher and a doctoral student at The Fletcher School at Tufts University, where she studies forum shopping behavior in global environmental governance. Before coming to Fletcher she worked at the Croatian Foreign Ministry on a wide range of multilateral issues.
