White's main plan is to take control of the center with a d4 push. He must choose if he does it right now--4. d4 to get a lead in development (despite the loss of the pawn)--or if he prepares it with moves like 4. c3 or 4. b4.
White may also forget about the d4-push, and play a quieter line, by supporting the center with 4. d3.
