Coombs' method of election system. Coombs' method is a form of
preferential voting[?], and works like
Instant Runoff Voting in reverse. If at any time one candidate has a majority of first place votes, then this is the winner. As long as this is not the case, the candidate with the most last place votes is eliminated.
